BPA is not so bad?

This article just came out from NPR. Apparently, a new study by the FDA shows BPA only acts as estrogen in very high doses. The European Food Safety Authority agrees. 

I don’t know toxicology literature that well, but is there really that much difference in findings between governmental and academic research? Why are they so different?
